Apparently, the bug is launched by the installation of the KB4497935 update. According to Microsoft, an error code – 0xc0000005 pops up after the installation of the cumulative update KB4497935. This is the error that’s causing the Remote Access Connection Manager Service (RASMAN) to break. This is how you can fix error code 0xc0000005: The application was unable to start correctly. Users are confronting the bug whenever they are manually setting up the system to the usual telemetry setting of 0. The company states that users may also encounter an error in the “Application” area. This would be under the Windows Logs in the Even Viewer where the Event ID 1000 cites “svchost.exe_RasMan” and “rasman.dll”. It is to note that users who are setting up a VPN profile as “As On VPN” connection with or without the device tunnel are facing this issue. However, those setting it up only manually may not come across such errors. This occurs only on Windows 10 version 1903.

How to fix the RASMAN bug?

While Microsoft is already working on the patch, there’s a fix available for the moment. As a fix, users need to set up a new value for the group policy configuration, accordingly. Go to Computer Configuration => Administrative Templates => Windows Components => Data Collection and Preview Builds =>Allow Telemetry Enable the Safe Policy Setting and fix it to 1 (Basic) / 2 (Enhanced) / 3 (Full) Alternatively, users can also make certain modifications to the Registry.

Enter SubKey as HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\DataCollection Change the Setting to:

AllowTelemetry

Add command:

REG_DWORD

Add value as:
