So, the issue as described here by Qualcomm appears because the device and/or its drivers are outdated. Rest assured, this issue does not occur because there is an inherent problem in this respect with the recent Windows 10, version 1903. Therefore, you need to first install the latest version of the driver, and only then install the update. Unfortunately, this solution may not work for all users.
