Following user complaints, Microsoft rolled out a new update (KB4487345) aimed at fixing some of the issues triggered by KB4480970. More specifically, KB4487345 fixes the bug that’s preventing users from accessing shares on Windows 7 and Windows Server 2018 remotely. Here’s the official changelog:

If you go to Windows Update and hit the ‘Check for updates’ button, you won’t find this update. You can only download it manually from the Microsoft Update Catalog website. If you’re wondering whether or not you should download KB4487345, the answer is ‘Yes’. This hotfix is safe to download. There have been no issue reports after users installed it. This means that the download and install processes should go smoothly and you should not encounter any bugs afterwards.

Regarding the ‘Unrecognized Database Format’ errors on Microsoft Access triggered by the same problematic update, the company promised to deliver a hotfix early February.
